Community Development Through Polytechnics

A Scheme of the Ministry of Skill Development and Entrepreneurship Government of India, New Delhi

The Hon'ble Prime Minister, Shri Narendra Modi, articulated the concepts of Skill, Scale, and Speed through his 3S model for promoting skill development. A new dimension was added to the skill development mission in 2015 with the establishment of the Ministry of Skill Development and Entrepreneurship (MSDE) to address the needs of vocational education and skill development.

To address the needs of unskilled individuals, school dropouts, rural youth, and women, a scheme called "Community Polytechnics" was implemented by the Ministry of Education, formerly the Ministry of Human Resource Development, through polytechnic colleges. The scheme provided vocational education and skills training for self-employment and wage employment, while promoting sustainable socioeconomic development through appropriate interventions.

The K. J. Somaiya Polytechnic CDTP Cell offers three courses: Electrician, Carpentry, and Computer Hardware. Currently, the CDTP Cell is awaiting further guidelines from the Central Government to conduct these courses.

Objectives of the CDTP Scheme

  1. To conduct need-assessment surveys through polytechnics, National Skill Training Institutes (NSTIs), and Industrial Training Institutes (ITIs) to assess technology and training needs in accordance with local and global job markets and industry requirements.
  2. To identify traditional master craftspeople and develop certification mechanisms for Recognition of Prior Learning (RPL).
  3. To integrate traditional craftsmanship with modern technology, creativity, and innovation.
  4. To provide skill development training to the intended target groups through polytechnics, their extension centres, NSTIs, and ITIs.
  5. To transfer technologies that enhance productivity and improve quality of life.
  6. To transfer the skills and technologies required to achieve the Sustainable Development Goals and meet the demands of Industry 4.0.
  7. To provide technical and support services to rural communities and slum dwellers.
  8. To create awareness among target groups about technological advancements and contemporary development issues.

  5. Application of modern technologies for rural development.
  6. Technical guidance and support services.
  7. Dissemination of information and awareness programmes.
  8. Integration of the National Skills Qualifications Framework (NSQF) for upgrading the qualifications of rural youth.
